Mr. Almand has over 30 years of joint military acquisition experience. Mr. Almand is retired from the US Army Tank Automotive Research, Development, and Engineering Center (TARDEC) with his last position being that of Deputy Associate Director within the National Automotive Center (NAC). During his assignment within the NAC, Mr. Almand managed several teams of engineers and scientists responsible for evaluating and developing technologies which included drive train systems, off road vehicles for special forces, alternative fuels, alternative propulsion, energy infrastructure, power and energy sources, materials, manufacturing processes, and various commercial technologies.
During his assignments within the NAC Mr. Almand had responsibilities for execution of several Small Business Innovative Research (SBIR) & Cooperative Research and Development (CRADA) projects. Mr. Almand has much experience in successfully executing congressional funds within the Army for development of technologies.
Prior to joining the NAC Mr. Almand served as first and second line supervisor for up to 60 personnel who were responsible for packaging engineering for military vehicles and vehicle components, general engineering support to the PEO CS and CSS, and quality assurance and test support for major wheeled vehicle programs. Mr. Almand served on several military vehicle source selection boards.
Mr. Almand is a Level III certified acquisition professional in Systems Planning, Research, Development, Engineering and Quality & Reliability Assurance.
